The Provincial Government of Cavite (“PGC”) is developing priority infrastructure projects with land reclamation as the enabling component. The proposed Sangley Point International Airport Project (“SPIA”) is a 1,500-hectare land reclamation and new aerodrome development.  SPIA involves the financing, design, construction, operation, management and maintenance of a new international airport in Sangley Point, Cavite City, Province of Cavite. The team of CFP, Cavitex Holdings, Inc., Munich Airport International, Airport Consulting Partners GmbH/ILF Group, and The S-A-P Group submitted the winning bid under a competitive public tender process to be the project development management and advisory team of the PGC for SPIA. The notice to proceed was issued to the advisory team in October 2019.

Collectively, the team has the complete range of airport business, commercial, technical, legal and financial advisory skills to support the PGC in successfully carrying out and overseeing the development and construction of the SPIA Project as its implementing agency. The immediate task is to help the PGC finalise the master plan and project feasibility study of SPIA. This will be followed by advisory assistance in carrying out all project development activities, including contracting for engineering, procurement and construction works, financial closing, permitting and approvals and project monitoring and management.
