Michael Sagcal is a lawyer with several years’ professional experience in infrastructure and PPP projects in both the public and private sectors. He has an established track record in legal advisory and policy formulation in the transportation industry. He provides regulatory advisory services for water utility and energy businesses, and has conducted legal due diligence for asset acquisitions and special projects across different sectors.

Michael Arthur Sagcal is a lawyer and former government executive with almost ten years’ experience in the fields of infrastructure and energy, and is a specialist in transportation and Public-Private Partnership projects.

As spokesperson and senior project development officer at the Department of Transportation from 2012 to 2015, he was part of over twenty projects across the aviation, railway, and road sectors, out of which he acted as team leader for more than ten. He helped structure big-ticket PPP projects such as the Mactan-Cebu International Airport, the LRT-1 Cavite Extension, the LRT-MRT Automatic Fare Collection System, and the Parañaque and Taguig Integrated Transport Systems.

Mr. Sagcal previously worked on airport and hospital projects as a member of the PPP Center’s panel of transaction advisors, and on the formulation of the landmark Feed-In Tariff Rules as an associate at a top-tier energy law firm. He has an established track record in transaction structuring, legal due diligence, project feasibility review, and bid management.

He earned his Juris Doctor degree from the University of the Philippines, where he served as an editor of the Philippine Law Journal and was the recipient of the Gonzalo Gonzales Award for Most Outstanding Law Intern. He also holds a Bachelor’s degree in Fine Arts from the University of the Philippines and a Diploma in Corporate Finance from the Ateneo de Manila University.
