Alma Porciuncula has over 25 years’ experience in capital project financing, privatization, project appraisal, policy analysis, institutional strengthening, and project development and management. Her expertise has been tapped by international consulting firms and donor clients including USAID, ADB and the World Bank for development work in the Philippines and South Asia. She has provided technical advice to all levels of the Philippine Government, from the DOF, the BOT Center (now the PPP Center), the DPWH, NEDA, and many local government units on infrastructure policy and development.

Ms. Porciuncula served as Chief of Party on the USAID-funded Build-Operate-Transfer III Project, where she led a multi-disciplinary support team in preparing and appraising PPP infrastructure projects in the water supply, ports, solid waste, roads, rail, airport and urban development sectors. As Chief Economic Development Specialist of the Transport Division at NEDA, she was responsible for integrating the transport sector development plans and policies under the Medium Term Philippine Development Plan and evaluating major capital and technical assistance projects that formed part of the government’s transportation investment portfolio. In the same capacity, she provided technical assistance to the governing boards of the country’s key regulatory and operating bodies in the transport sector including LRTA, PNR, PPA, and TRB.

Ms. Porciuncula has a Bachelor of Science degree in Business Economics and an M.A. in Urban and Regional Planning from the University of the Philippines. She also received a postgraduate diploma in Development Studies at the Institute of Developing Economies Advanced School in Tokyo, Japan. She is a member of the Transportation Science Society of the Philippines and the Philippine Institute of Environmental Planners.
