Elpidio Damaso has over 45 years of professional experience in project and estate management, urban housing, tourism and large-scale commercial property development. He was Secretary General for the Housing and Urban Development Coordinating Council (HUDCC), which administered the government’s housing program under the administration of President Corazon Aquino.

Mr. Damaso has led several teams in the preparation of business cases and master plans for major property development projects, including the Cultural Center of the Philippines Complex, the Bohol Province Tourism Master Plan and the Clark Special Economic Zone development expansion to the New Frontier areas.

He held senior executive or consultancy positions with some of the country’s biggest private developers, including AsiaWorld and San Miguel Properties. He has also been engaged by international organizations and donor agencies, such as UN Habitat, the Asian Development Bank and USAID-East South Africa where he did work in Ghana, Kenya, South Africa and Zimbabwe.

Early in his career, Mr. Damaso worked at Bancom Development Corporation, a pioneering investment bank in the Philippines, and headed the finance group of its special purpose company formed to carry out the first mass housing program in the country.

Mr. Damaso obtained his Masters in Business Management from the Asian Institute of Management and holds a Bachelor of Arts degree from the Ateneo de Davao University.
