Hector Florento is a finance specialist with over 25 years of experience in advising Philippine government implementing agencies on major economic reforms in infrastructure. As the project manager and financial advisor in various USAID and other donor-funded projects, he has played a key role in technical assistance aimed at strengthening accountability, efficiency and transparency in the delivery and management of PPP infrastructure. He has participated in the identification and financial due diligence of major projects for competitive public tender in the transportation, water, energy and information technology sectors. He has also advised on the design and structure of innovative project development or financing facilities.

Mr. Florento has examined the PPP contracts and transaction structures and prepared financial models for 23 projects (total cost over USD13 billion) in the power, transportation, water, and information technology sectors for contingent liabilities management of the Department of Finance.

Prior to his consulting work, Mr. Florento was an investment banking professional for 8 years and advised corporate clients on raising capital through public or private share offerings. This included conducting due diligence, preparing information memoranda, developing financial models for asset valuations, assisting in structuring terms and conditions for share offerings, advising on joint venture projects, and coordinating legal and accounting professionals to implement various transactions.

He received his M.Phil. in Finance from the University of Cambridge in the UK and B.A., with General Honors, in Economics from the University of Chicago.
