Lilia Arce has 42 years of experience in key government positions involved in asset management and disposal, privatization, human resource management and development, and procurement. She has expertise in project financing, official development assistance, public private partnerships, joint venture arrangements, and government financing through the General Appropriations Act.

Ms. Arce was formerly at the National Development Company for 15 years until her retirement as the Assistant General Manager for Asset Management. She was responsible for overall supervision and preservation of various NDC lands. She was Board member and President of four realty companies under NDC, which are in partnership with prominent foreign investors. She was also Chairman and CEO of the Leyte Industrial Development Estate in Isabel, Leyte. She chaired the Bids and AwardsCommittee and other vital committees of NDC. Previously, she was at the BOT Center (now the PPP Center) as OIC, Office of the Deputy Executive Director for Program Operations (Concurrent Director for Project Monitoring and Facilitation).

Ms. Arce received her Bachelor of Science degree in Economics from Philippine College of Commerce (now PUP) and her Master’s degree in Management from Philippine Christian University
