Peter Benson is an Australian citizen and a lawyer by training. He has an established track record as a consultant in the transport/road sector in Australia and internationally with assignments in Afghanistan, India, Singapore, East Timor, Indonesia, Philippines, Timor Leste, Tonga, Mongolia and Myanmar. He has over 30 years’ experience advising government agencies in transport, including ministers and department secretaries on institutional reform and feasibility assessment. Since 2006, he has been a team leader on several PPP technical assistance projects aimed at restructuring of government departments to introduce PPP as a major way of managing transport infrastructure. This includes restructuring PPP arrangements in the transport (mainly road) sector in the Philippines, Indonesia, Mongolia, and Myanmar. He has a strong understanding of transport/road management organizations as well as issues in program development, including resourcing, financing and implementing a performance-based program.

 

Mr. Benson’s key assignments in the Philippines include: Advisor to the PPP Center on PPP policy and institutional arrangements; Transaction Advisor and Legal Advisor on two major land reclamation projects for the Provincial Government of Cavite, including the Sangley Point International Airport Project; Transaction and Legal Advisor on two major toll roads, including the CALA Expressway Project; Institutional Specialist for toll roads policy and management in the Philippines; and Team Leader for a Philippine Grains Central PPP Project.
