The Provincial Government of Cavite appointed CFP as its lead transaction advisor for the review of the unsolicited proposal and the structuring of a fair, transparent and competitive challenge process for the proposed Cavite Reclamation Project—a 1,332-hectare reclamation development project along the coastline of Cavite City and the Municipalities of Noveleta and Rosario in Cavite Province. In April 2018, the Province received the unsolicited proposal from the Century Peak Consortium which proposed to carry out the development and construction of new land structures for commercial, industrial, institutional, and residential use. CFP is supported by Inros Lackner SE of Germany which will provide worldwide engineering expertise in infrastructure including maritime engineering and port development. CFP will conduct an independent review and revalidation of the unsolicited proposal in terms of the soundness of the Project’s technical approach, financing plan, legal and regulatory framework, implementation plan, and sustainability strategy. If the feasibility study is found to be satisfactory and the unsolicited proposal is accepted, CFP will proceed to assist the Province in negotiating the terms and conditions of the joint venture arrangement. CFP will also advise and support the Province in the Competitive Challenge process under Cavite’s PPP Code by preparing the bidding documents and advising on the management of the competitive price test leading to contract award and transaction closing.
